I, for example, am in need of a replacement D+pad & actuator... Ironically enough, I'm also in need of a replacement expansion bay cover.

If you are referring to the Haruman's Customs The Fighter, I'd say you'd be better served simply going to a thrift shop, used game store, or looking for broken/junk controllers on ebay, rather than me pestering Malenko to track down the D-pad and having it shipped to you on your dime.
